Determines if the source and destintation
are immeadiatley syncronized when a new
databinding is added to the collection.
If true, adding or replacing a databinding
will cause the destination to be immeadiatley
updated/syncronized with the source value.
If false, the destination will not be updated
unitl the source property changes.
